Default Excel static current date/time problem

To insert static current date and time Ctrl+ and Shift+ are supposed to work.
They have no effect when I use them. I'm using an IBM laptop.

Is there another way to put in a static date and time?

You may have missed a character

ctrl+colon for time (or ctrl+shift+semicolon)
ctrl+semicolon for date
