Default counting frequency using multiple ranges/criteria

Road Direction Milepost
1 eastbound 3
2 eastbound 4
2 westbound 3
2 eastbound 4.5
2 westbound 6




I want to find the frequency of values in 0.5 increments increments per Road
and Direction....

ex
Road 2 eastbound
low high Frequency
0 0.5 #REF!
0.5 1
1 1.5
1.5 2
2 2.5
2.5 3
3 3.5
3.5 4
4 4.5
4.5 5
5 5.5
5.5 6

Excel 2003...I'm struggle with count vs. freq vs. other options even looking
at some very similar topics.
