Why does 2565.48 round to 2566 and 3136.90 round to 3136?
My whole worksheet appears to be inconsistent. How can I set the entire
sheet to round up at .50+ and down at .49-?

But 2565.48 round DOWN to 2565

That is the normal rounding behavior that Excel uses.

Do you want the values just to display way, but retain their exact
value in the cell?

If so, change the format of all numeric cells to Number with zero
Decimal Places.

Or do you want both the displayed and actual value to be rounded that
way?

If the latter, you might consider setting Tools Options
Calculation Precision As Displayed. Then set the format of all
numeric cells to Number with zero Decimal Places. You might then need
to force the worksheet to be recalculated.

But bewa constants will be irreparably changed. Make a back-up
copy of the workbook before you try this.
