Default HOW CAN I FLAG A CELL IN EXCEL WHEN IT HITS A REORDER LEVEL?

I WANT TO ENTER A FORMULA WHERE IT WILL FLAG/HIGHLIGHT OR SIMILAR WHEN A
LEVEL REACHES A REORDER POINT - HOW CAN I DO THIS. I.E. WHEN THE GAS OIL TANK
REACHES 3,000 LITRES, I NEED TO RE-ORDER - CAN I USE A FORMULA SO IT
HIGHLIGHTS THIS FOR ME? THANKS!
