Default Shared workbook errors

We are working on excel 2003. We've shared the file, which is located on a
network drive. Everyone has access to the network drive. Everyone can
access this excel document but one person. This person gets an error when
trying to open the file. The error says the the file "may be read only or
encrypted". Any thoughts?
