Default Ability to view shared workbook

We have downloaded one of the calendars from the website. It is password
protected to only allow 1 user to make changes. It is on a shared drive on
the network. some users can view it correctly but others do not get the
scroll bar or the worksheet tabs. I have looked at several settings but
cannot fix this problem
Help.
