Default VLOOKUP

Hi:

I have a table that gives me a time. I want to use a lookup table with a
range to give me a specific time in my worksheet (col C). I am getting N/A's
for some numbers. Here is my example:

Eff Time Time A B C
14 0 30 30
30 31 100 100
125 101 130 130
325 131 200 200
345 201 230 230
459 231 300 300
505 301 330 330
525 331 400 400
