Default Top-alignment in cells / Normal Style

I understood that in Excell 2007, the default cell alignment was top-aligned.
However, when I open a new worksheet, the default is the same as 2003:
bottom-aligned.

When I attempt to modify the style to be top-aligned, I can not find a way
to save this permanently. I have to modify the style everytime I open a new
workbook.

Is there an update to fix this problem? Is there a way to permanently
modify the Normal style?
