Default Figuring out a formula

I'm trying to figure out a formula to put in two different cells to determine
how many electoral votes each candidate received. How do I go about this?
It shows each candidates numbers, and then the amount of electoral votes to
be given out, for all the states.
It has a diagram like this:
Gore Bush
Difference Percentage
Electoral Popular Electoral Popular Electoral
Votes

Help!!!!????

Default Figuring out a formula

It should be simple, but a better layout of data with some examples would
help to get an accurate response.
