Default Keeping cells in place

How do I keep the (A) Cloumn in from moving if I have the page view go Left
and right?

And the (1) Row from moving if I move the page up & down?

Place your cursor in cell B2 and go to Window | Freeze Pane

Select B2 and WindowFreeze Panes.
