Default how to return a set of numbers in column A

Hi,
I am working in excel 2007. I want to know how to get Column A to return a
reference number if Column B has certain conditions. P.S. the numbers in
column A has to be consecutive (Let's say, 3001, 3002, 3003, 3004)
