Is there a formula that will allow you to count the number of cells that have
conditional formatting applied to them? |

Nothing built into excel.
But this may be sufficient. Select your range Edit|goto|special check Conditional formats rightclick on the status bar on the bottom right (near the "embossed" boxes). Choose count. This will fail if there's only one cell with conditional formatting in that range. or if the cells with the conditional formatting are empty.
