Will pay someone to write small Excel code for me

Perhaps you could use something like this:
Sub Pictures()
Dim r As Integer
For r = 2 To Range("A65536").End(xlUp).Row
Range("b" & r).Select
ActiveSheet.Pictures.Insert("c:\" & Range("a" & r) &".jpg").Select
' Change C:\ to suite your needs
Selection.ShapeRange.LockAspectRatio = msoFalse
Selection.ShapeRange.Height = Range("b" & r).Height
Selection.ShapeRange.Width = Range("b" & r).Width
Next
Range("A1").Select
End Sub
