Nothing built into excel allows you to do this.

So it is not possible to have an equation that basically says €œif Cell A1 is

Nothing built into excel.
You could build your own user defined macro that does pretty much whatever you want. But even then, it may not work the way you want. Changing a color of a cell doesn't make excel recalculate.
