Default Conditional Formating in Excel 2007

I have opened a file in version prior to Office 2007 and save it off as xlsx
file. It had conditional formatting that applied to whole row based off
criteria in one cell from the row. It is not letting me review how it is
being done now in xlsx or change it.

In new sheet I have tried to repeat the same formatting and does not seem to
be following the criteria. It keeps changing Applies To even after I have
selected a range.

Any help would be appreciated.
