Default Excel 2003 XML Command

I don't have the XML command (in Data menu). Can I get and add this command
from somewhere?

Default Excel 2003 XML Command

You need Office Professional. Other editions of Office don't support the
XML command.

Or the stand-alone version of Excel 2003 or any version of Excel 2007
