Default Shared workbook editable by multiple users

I have a workbook with 30 sheets that must have data added to it my 4 users.
I understand the limitations and weaknesses of shared workbook. This is a
one time project.

We have to input the results from 400 surveys into this spreadsheet and we
have 4 users that will be doing the data entry sporadically throughout the
day. I attempted to use the tools- share workbook- allow changes by more
than one user at a time. When the second user opens the file, makes changes
and tries to save, they get the message of being read only, change the
name....

The file is sitting in a shared directory on a Windows 2003 file server, we
are using office 2003 on clients, opening the file via a desktop shortcut to
the folder.
