Default Replacing list title with list components - urgent!

I apologize in advance for my naiveté..

I have a datalist in one worksheet that contains data associated with a list
title. The list is contained in a 2nd worksheet. I'm looking for a way to
replace the list title with all the entries that compile that list.

For example, if cell A2 in the 1st worksheet contains "ALABAMA," all of the
data in that row is applicable to a list of cities in Alabama. The 2nd
worksheet contains a list of cities applicable to each state name. How can I
create an additional row on the first worksheet for each city name and have
the new rows contain the same information that it's corresponding state
contains?

I would just do it manually, but my datalist is over 31,000 entries long,
and the state names/list titles repeat with different data.

Thanks so much for your help!
