Default Inserting Comments into Cells of Protected Worksheet

I have a worksheet that is password protected but allows users to add values
in certain cells. I can input information in the cells but when I want to
add a comment in the same cells, it is greyed out. When I unprotect the
sheet, I can add comments. I do not want to unprotect the sheet to the
users. Any suggestions?
