Default protect worksheet but allow copy column

Hello,

I have a protected worksheet. In this worksheet, column C has cells that
are locked and some that are not. I wish for users to be able to copy and
paste this column to other columns and the cells copy over exactly. Locked
cells stay locked and such.

Some of the cells in Col C have data validation and some have conditional
formatting. Can this be done without the use of macros.

I have tried multiple combinations of "protect sheet" - "allow all users of
this worksheet to" - insert column, format columns, format cells, delete
columns but nothing has worked. Please any ideas would be much appreciated.
