Default Excel Spreadsheet Trace Precedent Bars not showing up

HI, I have a spreadsheet with formulas. When I go to Tools Options, Formula
Auding the Trace Precedent Bars are grayed out. Why?

When I go to tools options view and click on view all, it shows up, BUT IT
PLACES A BOX WITH A SCROLLING BAR ON IT that I cannot get rid of.

What is this box?

Why is the trace Precedent Bars grayed out.

I am using Office 2003.

Check to see if your cursor is in the formula bar. If the formula bar is
active you can't audit formulas.
