I select the whole worksheet and double-clink the row edge to expand the row
to be autofit. Some rows, the expansion does not cover all content. I have to
adjust it manually to expand more height. How can I use the control to make
it auto-fit content in the cell.

Couple of things come to mind.

You do not have wrap text enabled for the cells in those rows.

You have merged cells in those rows.
