Default Comments on a Pivot Table

How can I make the comments for data in a cell, stay with the data when it
moves?

A pivot table doesn't support that feature. If you change the pivot
table layout, the comment remains in the cell where you inserted it, and
doesn't move with the data that was previously in the cell.

You could add notes outside the pivot table, to explain the data.
Or add a Notes column in the source data, and add that field to the
pivot table Row area.
