COUNT how many ROWS ago out of 10 days that the highest high in 10 days was made
 

I need to count how many rows ago out of 10 days that the highest high
in 10 days was made. Let's say the highest high was made 4 days ago, I
need a formula to come up with 4 as the answer. If it is new high, I
need 0 as the answer, because it is a new start.
