There are on line courses, there are several courses, eg at colleges, which
you can enter for, you can buy instructional CD's and books, and there is an
animal called the Help file. All this means nothing if you do not practice
what you learn! The more spreadsheets you develop - developer - the more
proficient you will become. Eventually, you can of course gain enough
knowledge to enable you to develop spreadsheets, really complicated, macro
driven sheets, for others, and in this way earn something on the side, or
make a living from being an Excel developer.

'where are the online courses..." online, of course, and this is a case of
"Google is your friend" (or Yahoo! or MSN or your preferred search engine).
Search for Excel Tutorials and start filtering through the returns. You'll
find some that expect you to pay for them, you'll find many that don't. One
of the first hits returned by my search was:
http://www.usd.edu/trio/tut/excel/ - a free one from the University of South
Dakota. Microsoft offers a full line of tutorials:

I don't know that there's a specific certificate that is associated with
development of Excel or other Office applications. There are MOS
certificates obtained through testing of your knowledge of how to use the
Office applications. You can get individual certificates for individual
programs like Excel, Outlook, Access, Word, Visio and PowerPoint - and if you
pass enough of them, then you get the MOS Master certificate (which I hold).
And being a holder of it, I can tell you that it has nothing to do with
developing - those certificates test things that a person in an office might
need to know to use the applications proficiently. You can read up on those
certificates he
