Default Can I use an IF statement to reference 2 different cells?

It is not clear what value the cell should have depending on the different
values of B24 and B25

Since both B24 and B25 are being checked for =0.01 you will have to let the
newsgroup know what values you want in those four cases

Say
1 : When B24=0.01 and B25=0.01
2 : When B24=0.01 and B25<0.01
3 : When B24<0.01 and B25=0.01
4 : When B24<0.01 and B25<0.01
then the formula you need is as follows

=IF(B24=0.01,IF(B25=0.01,1,2),IF(B25=0.01,3,4))
