=ROUND(A1/2,1)*2

I think this is what you want, but, as always, I could be waaaaaay wrong. This will always round to
an even last digit. Replace the 1 with the number of decimal places you want...

Just speculating....

The title of ASTM 29-67 (1973) is "Standard Recommended Practice for
Indicating which Places of Figures are to be Considered Significant in
Specified Limiting Values", according to a citation in an EPA
regulation. I do not know the contents of that standard. But since a
previous thread indicated that the EPA recommends the use of ASTM
E29-93 (1993; replaced by E29-02e1) for rounding -- which apparently
specifies the use of the so-called "banker's rounding" method -- I
suspect that you are interested in using "banker's rounding" in
conjunction with the number of significant places recommended by ASM
29-67.

If my supposition is correct, there is no standard Excel function that
will do the task. However, Jerry Lewis has offered a VBA function that
he says will do the job. You might take a look at
http://groups.google.com/group/micro...7fce6145b70d69
..

Apologies in advance if this is an over-complicating misdirection.
Again, I am not familiar with any of the ASTM standards or the EPA
regulations.
