Default Data query failing

I have a user trying to create data queries in Excel to pull data from an
AS400 database. The queries were created without a problem and saved, but
when he tried to run them he received this message: "Microsoft Query General
Error: Data translation from the host to the local code page was
unsuccessful."

He tried this a number of times creating new queries on other databases and
had the same result. He has no problem with saved queries that he created
previously, and has created queries on other users machines, but on his own
pc he can't do it.
All users are using IBM Thinkpads T43's with XP Pro SP2 and Office 2003. All
the latest updates have been applied and software is up to date.

Any Ideas?

Default Data query failing

Perhaps he doesn't have "rights" to that particular database, or if so,
perhaps there's a type-O between him and MIS......like Jjames vs Jjmaes, or
something like that.....
