Default VBE Geeks in Volatile Functions

For the excel function users, can someone do a workbook designed
to....either...
1. Avoid Volatile function entry...
2. Allow all functions yet VB control the sheets to behave as if to aware
<pop-up the user about referencing problem when a row/column/cell is either
inserted or deleted or cut/paste....
3. Completely block the user from doing anything that will loose the logic
of cell referenced formulas...
Please extend if anybody want to suggest....For sure there will be always be
a helping hand....
