Is there a way to keep the holiday range static while at the same time
allowing the rest of the formula to be copied forward correctly?

Let's say your holiday range is in A1. Refer to it as $A$1 in the formula to
keep it static when copied.

For more info, look up help on Absolute and Relative Cell References.
