Default Conditional Formatting

No matter what I try, I cannot get the Conditional Formatting function to
work on any cell in my workbook. Any ideas what could be causing this?

Can't even get to that point. I click on "Format", and one of the options to
use is Conditional Formatting, but the button is not active.

How about ToolsShare Workbook?

De-select the "allow changes etc." option.
