Default I want Excel to randomly select a name from a list

One way:

Names in the range A1:A10.

=INDEX(A1:A10,INT(RAND()*ROWS(A1:A10)+1))

A new name will be returned every time a calculation occurs. If you want to
force an new selection press function key F9.
