Default merge 2 cells and change format

i have 2 cells of numbers that i want to merge together, for example
A B
1 4
2 11
3 7 etc

but i want the result to be "A"."B"
so row two would be... 2.11
but how do i get row one to be 1.04???
and row three should be 3.07
