Default How can I edit cell notes while track changes is turned on?

I have a particular set of data in a spreadsheet that I do not want changed.
Since protecting the sheet is not an option (too limiting for users), I
turned to "track changes". This allows me to see if the data is changed and
who did it. However, cell notes are a necessity in the file for all users.
However, once entered, the track changes function will not allow data
contained in a cell note to be edited or deleted. The entire cell note must
be deleted instead and the user must start over.
