Default Change colour of cell if there is no value

Select the desired range, say B2:D10 (with B2 active)
Click Format Conditional Formatting
Under Condition 1, make it as
Formula is:=B2=""
Format Pattern Light green? OK
Click OK at the main dialog

(Above assumes B2:D10 contains no "normal" fill color)
