What does the "--" do in a function?

It gently coerces the boolean TRUE/FALSE returns to numeric 1's/0's. The
1's/0's could then be evaluated further, for eg summed by the SUMPRODUCT here
in:
SUMPRODUCT(--(Y!$B$2:$B$2000<""))
