Default Needing Help Very Bad

For what I need it would be to hard for me to explain. I have the sheet with
note's in it. Could I maybe E-mail someone to look at

Without some sort of explanation how does one know if they are even
qualified to solve the problem?

Because your the Biff LOL

I got most of it figured out. Having one problem with this formula
=IF(AND(H126=4001,H128=0%),100%*(H129),IF(AND(H1 26=3251,H126<=4000,H128=5%),50%*(H129),0))

I need only the 5% to return a absolute value of 5%. Can you help

ABS(H128)=5% ???

=IF(AND(H126=4001,H128=0%),100%*H129,IF(AND(H126 =3251,H126<=4000,ABS(H128)=5%),50%*H129,0))
