Default Vlookup Function

Hi,
I am trying to use the vlookup function to do the following:

1. find the lookup value in column 1
2. find the highest value in the same row as the lookup value
3. return the value form the first row in the same column as the highest value

Hope this makes sense

Thanks for any help
