Default Help creating an optimizing formula

So what I would like to do is creat a formula, function, or some kind of program that runs in excel that I can use to optomize a set of values. I would like to use this in many situations, one of which would be to try it out in daily fantasy sports leagues to see if using the best possible lineups would actually result in wins. What I need this function to do is take a value (Cost) with regards to the limit I can not go over (Salary Cap) and create the best lineup under that (Salary Cap) with regards to score. I want it to compare all the players costs with their projected outputs and create the best lineup under the salary cap that I can produce. I am just interested if you take away the human side of selecting favorite players will you do better by just going straigt by the stats. Any help would be appreciated. Attached is the data I have to go by.
