Default button on macro recorder doesn't toggle

There is a toggle button on the button bar next to the Stop Recording button.
In my case it is locked on Relative recording. Any suggestions?

Clarification/advances
range references are now absolute but ALL formulae are R1C1 style (even
simple ones such as
Range("B1").FormulaR1C1 = "66"
