Default Insert functions diabled in ribbon Excel 2007 Windows 7 Pro

I'm trying to extend the fuctionallity of a cost model by adding some
spinners to increment some values for "what if analysis. However the Inset
button in the Developers tab is disabled, as are all insert functions on
other tabs. If I switch to a blank workbook the problem is solved. the
workbook is not protected and I have turned the Developer tab on and off
using "excel options" to no avail. I even tried to copy my worksheets into a
new workbook but all the cell references were linked to the original file.
What can I do to enable the insert functions again or how do I copy into a
new workbook without creating links to the old file?
