i was able to find what was wrong. for some reason office 2003 is not
creating the correct registry keys. after a few hours with process manager,
i finally got it sorted out.

it was just vblr6.chm that was not loading. once i got the registry
straightened out, vba help is now working.

mod operator doesn't work, other 3 do

search for inputbox
inputbox method and writepassword property don't work
inputbox function and all others do

search for debug
debug object, debug toolbar, use immediate window and understanding
conditional compilation don't work
the rest do work
