Default Saving .xls or .csv with text qualifiers (which Access and Oracleprovide)

When opening a .csv in Notepad you get any text fields with quotations
around them.

I would like to retain those quotations, storing the data in Excel.
(Excel currently either seperates the data into different columns or
puts it all in one column.

(Perhaps there is an automated cut/paste method from .txt files?)

How can I do it?
