Default Custom side pane?

In xl2002 a side pane was added - normally docked on the right hand
side and pops up to assist with specific actions. Is it possible to
create your own side pane in the same way that you can create your own
custom toolbar? A floating form would come close to this but because
it isn't docked within the xl window scrollbars are not handled so
well - especially since I'd ideally like the pane to be on the left
side which would result in cells being permanently hidden. A xl2007
solution would be okay since we will be migrating to Vista in the near
future.
