Default How do I Match Data usign criteria from 3 columns?

Assume that the first column is "A" and continues in order.

I need to match information of vehicles that have the same VIN8+10, EqCd,
and Region #.

The result would provide a number of Matches by Region, A VIN8+10 and the
average proceeds of the matched VIN8+10.

The result would look something like this:
VIN8+10: 1FTDF15YS
# Matches: 6
Avg. Prcd.: $1
