Default Automatically add another row when then one above contains data

I am trying to automate an excel spreadsheet so that when any value is
entered in any cell it will then create another row below with the same
format as the row above.

For example, I enter a value in cell A1 which is formatted with a
surrounded border.

This then automatically creates another row below with the same format
for that row.

I've tried conditional formatting but only offers minimal formatting of
a thin border.

Can anyone suggest a VB solution please ?
