Default VBA help missing in Vista

I have recently upgratded to Vista and reinstalled MS offiec 2003.
When I use the help (F1) I dont get the normal contextual help just a
window "Welcome to the Visual Basic documentation" that has no real
help.

Can I get the help feature to work in VISTA?
