Default how do you change the rotation center of a shape(vb)

I have a rotating arrow that I want to change the center of rotation.

Default how do you change the rotation center of a shape(vb)

My understanding is that all shapes are based on a rectangle. If that is
true then it would follow that the center of the rectangle would be the
center of rotation. So, if you change the length of the rectangle, it should
change the center of rotation. But, I don't think you can change the center
of rotaion without changing the size of the shape. I could be wrong.
