Default Looping clmns, Copying worksheets, and Projections

I need to create a macro that looks at top row of active worksheet (columns
headed by Depts), then for each column head(dept) that contains a number
greater than zero at a specific cell( corresponding to €śTotal Operating
expenses€ť row), I would like a worksheet template copied from a specific
location, added to the active workbook and named after the dept. This
procedure continues until the top row of Depts is null.

For each new copied worksheet with top row containing periods, of Jan 09
thru Dec 09. I intend to have these based on Year To Date figures of 2008.
Perhaps the average, Run rate and such. How can I accomplish these tasks?

-In main worksheet If cell has deptname then
-Go to specific cell to find if total expenses is greater than zero.
-Then pull template from location, copy into current workbook.
-Lookup on each expense line item of main worksheet, multiply by %(=
inflation) to be returned to corresponding lineitem for each month of 2009.
-Continue till end of expense lineitems. Then end.
-Then next dept until deptname is blank. Then end.

I am jammed with this and need whatever help this forum can accord. Thanks
very much
