Default Permanently remove rows

Is it possible to specify the number of rows in a workbook? For
example, I want to use excel 2007 for its .xlsm file extension to save
on file size but i never need a sheet that is more than 500 rows by 50
columns. Can I "remove" the extra rows to make calculation faster?
